Washington Passes WRAP Act: A Big Step Forward for Recycling

On May 17, 2025, Washington State made history by enacting the Washington Recycling and Packaging (WRAP) Act, also known as SB 5284. This landmark legislation establishes an Extended Producer Responsibility (EPR) system for packaging and paper products (PPP), putting the onus of recycling on the companies that produce these materials. Washington now joins six other states in adopting a statewide EPR system for residential packaging—ushering in a new era of accountability and sustainability.

Under the WRAP Act, producers will be financially and operationally responsible for managing the end-of-life cycle of packaging and paper products they supply. This includes funding and improving residential recycling services throughout the state, especially in underserved and rural areas. The law aims to increase recycling rates and reduce landfill waste, while encouraging companies to shift toward reusable, recyclable, or compostable packaging.

With a five-year runway for full implementation, this legislation gives producers time to redesign products and build infrastructure.
